The new Medicare Prescription drug coverage began in 2006, affecting every older and disabled American on Medicare. All on Medicare are now able to participate in a prescription drug plan. At the same time, the State of Illinois offers the Illinois Cares Rx (formerly Circuit Breaker prescription or Senior Rx) program to eligible Illinois residents.
